With reference to my Despatch No. 274 of the 27th. of September, 1899, I have now the honour to trans-

mit for your information the accompanying Press report of the opening of the Victoria Memorial Hospital and of the Jubilee Road which were both initiated by local effort in celebration of the Diamond Jubilee of Her late Majesty Queen Victoria.
